General Description

Performs moderately complex (journey-level) business analysis work. Work involves gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; performing post-implementation support of systems; communicating with external and internal customers in a timely manner; data management with statistical reporting; and providing research and special project support for the enforcement departments (investigations, litigation and compliance) of the Texas Medical Board. Works under general supervision from the Deputy Executive Director - Operations with some latitude for the use of initiative and independent judgment.

Principal Job Duties And Responsibilities

50% Serves  as the IT liaison to systems analysis and support by representing the enforcement                   departments, to facilitate analysis, design, configuration, testing, and policy implementation             within all systems.

  • Document computer programs – including develop and review complex system documents and business processes and workflow to convey business requirements and support efficient system design; and develop and document system diagrams including block diagrams, logic flowcharts, and help files.
  • Gather user requirements, procedures, and problems relating to new or required enhancements to applications and present data to developers to assist in software decision making.
  • Analyzes program policies and procedures to determine their effect on automated systems and system functional areas.  May conduct gap analysis to identify opportunities for automation and efficiency.
  • Tests software systems and/or applications to determine if functional requirements are met.
  •  Assist users of system applications and software.

20%  Maintains SQL Case Activity Codes and Form Letters

  • Complete regular review (at least quarterly) of SQL coding and correspondence and make necessary updates to improve reporting and tracking and completes quality assurance checks as needed.
  • Coordinates with IT where necessary to update SQL coding and create templates for and track new form letters or to help update existing form letters.
  • May perform data validation and quality assurance checks to ensure data integrity and may generate reports to monitor enforcement activities

20% SharePoint and Laserfiche Maintenance

  • Develops documentation for SharePoint and Laserfiche, including naming conventions and file structure – including desk aids, reference documents and training materials.
  • Assists with retention – including identifying duplicates for destruction and coordinating with agency record retention staff to destroy records per retention policy.
  • Tests software systems and/or applications to determine if functional requirements are met.
  • Assist users of system applications and software.
  • 10% Performs related work as assigned. Additional projects related to statutory changes may take                  priority.

Required Experience And Education

Experience in project management, training, and systems analysis. Graduation from an accredited four-year college or university with major coursework in business administration, computer science, and management, information systems, or a related field, is generally preferred. Education and experience may be substituted for one another.

Prefered Experience And Education

  1. 1.      At least one (1) year work experience in a business analysis role performing tasks similar to.
  2. a.      Analyzing and interpreting technical information, including regulations, policies, and automation system documentation/specifications.
  3. b.      Translating user/business needs into technical documentation.
  4. c.      Communicating technical instructions to system users; or
  5. d.      Analyzing, evaluating, and integrating business rules into system requirements.

Knowledge, Skills, And Abilities

  • Knowledge of statutes, regulations and policies related to the agency.
  • Knowledge of statistical analysis processes.
  • Knowledge of project management principles and practices.
  • Knowledge of the limitations and capabilities of computer systems.
  • Knowledge of the techniques used in the design of automated systems.
  • Knowledge of software development life cycle and systems development life cycle concepts.
  • Skills in analyzing and evaluating complex information technology programs, policies, and issues.
  • Skills in developing creative and workable solutions to complex problems and issues
  • Ability to work independently and manage multiple priorities.
  • Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications.

Work Environment Requirements

  • The principal job is performed in a standard in-office or remote environment setting and may require travel to the office in Austin, TX as necessary for meetings or other duties.
  • Regular and punctual attendance Monday – Friday.
  • Must respond to internal and external communications in a timely manner which is at least

o   Within 72 hrs (3 business days) of when external communication is received

o   Within 24 hrs (1 business day) of when internal communication is received

  • Within 15 minutes while working remotely during business hrs if contacted by your Manager unless you are on pre-approved leave or on a recognized lunch or exercise break.
  • Frequent use of personal computers, copiers, printers, and telephones.

Physical Requirements And/Or Working Conditions

The principal job is performed in a standard office and requires:

  • Reliable and secure high speed internet access with a minimum of 20 MBPS download and 2 MBPS upload. Applicants may be required to provide confirmation from the area ISP.
  • All applicants will have frequent use of keyboard, mouse, and other input devices.
  • All applicants need to have the ability to participate in video calls, phone calls, and virtual meetings.
  • All applicants may experience frequently working under deadlines, individually or as a team member, and at times may collaborate with others to meet deadlines.
  • All applicants may generally experience low physical demands, occasional lifting of equipment up to a certain weight (e.g. 10-40 lbs.).

Legal Requirements

  • In accordance with state law, authorization for telework may not be awarded to an employee as a condition of hiring.
