The Arlington County Treasurer’s Office is seeking a detail-oriented, innovative, and analytical team player to become a member of its Accounting and Treasury Management Division (“Accounting Division”) as an Accountant II. The Treasurer’s Office Accounting Division is responsible for performing, recording, and reporting all cash, banking, and investing activity for Arlington County, including Arlington Public Schools. This position performs professional accounting functions of basic to moderate complexity within a standardized, well-defined accounting system for various divisions of a large and diverse county, primarily related to revenue, disbursement, and banking activity. The candidate may be responsible for preparing daily, weekly, monthly, and year-end reconciliations for review by the Treasurer's Office and external auditors within defined objectives, priorities, and deadlines. Additionally, this position's tasks may include a wide range of standard professional duties such as: research and analysis, review of work product, problem resolution or escalation, and inter-agency outreach. The work is often fast-paced and time-sensitive.

Major Job Duties:

  • Performing research and documenting financial transactions in accordance with GAAP, ensuring proper supporting documentation and proper audit trail;
  • Monitoring, analyzing, and making appropriate corrective recommendations to recurring adjustment problems;
  • Generating and reviewing standard financial reports and schedules detailing account changes, modifications, and breakdowns;
  • Reconciling bank accounts, including researching and resolving reconciling items within established deadlines;
  • Processing manual checks, returned checks, and chargebacks, including their related journal entries and correspondence with taxpayers;
  • Balancing the daily cashier work and resolving any issues that may arise;
  • Performing fund maintenance and replenishment activities for the Treasurer’s Office and other County departments;
  • Preparing records for the disbursement of funds to the Commonwealth, regional, metropolitan, or other grant funded accounts;
  • Performing internal and external liaison duties to accurately process accounts, resolve problems, and provide information; and
  • Assisting with the development of new or revising existing structures, policies, and procedures.

The ideal candidate will possess strong critical thinking skills and strong written and oral communication skills for direct communication with customers, co-workers, and management.  The candidate will be a quick learner with an inquisitive nature, and possessing flexibility along with an ability to challenge the status quo. They will also bring leadership experience and interpersonal skills applied within environments that frequently collaborate across departments; the capacity for strategic thinking and tactical execution in ambiguous environments; and the ability to identify and prioritize tasks necessary to meet both long- and short-term objectives, supported by effective time management and multi-tasking abilities. The ideal candidate will demonstrate high energy, self-motivation, and a sense of urgency; have experience in data management, Excel, and producing or interpreting technical writing; and be able to apply problem-solving skills and techniques in practical situations. A working knowledge of fund accounting and local government procedures is also desired. 

Minimum:

  • A bachelor's degree in accounting, finance, public/business administration, or related field; and
  • Some professional accounting and/or auditing experience in either a private, public or governmental environment.

Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.

Desirable: Preference may be given to candidates with an MBA or Master’s Degree in a related field, and/or one or more of the following:  

  • Experience with and knowledge of cash management, accounts payable/receivable practices and procedures, and accounting and tax standards;
  • Experience in banking, finance, accounting, cash, or treasury management in local, state and/or federal programs;
  • CPA or CPA candidate status;
  • Prior work with Oracle Fusion or Oracle Cloud; and/or
  • Advanced Excel, Oracle or similar general ledger, and other business software skills.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Additional Information

Work Hours: This is not a remote opportunity, and employees are expected to be in the office full time. Normal office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.

All positions within the Treasurer’s Office are Non-Bargaining (NB).
